Tickets - Pin Comments to the Top of the Comment Stream

Add the ability to Pin comments to the top of the comment stream on a ticket.

On a longer-running or complex tickets, both the initial description of the ticket and potentially important comments within the comment stream can get buried. Please provide a way to pin ticket comments to the top of the ticket comment stream.

In addition, this feature would be even better with some enhancements/permissions:

  1. Add a permission in the admin panel to give a tech permission to pin/unpin a comment
  2. Add a setting in the admin panel to pin the ticket description by default
