Recurring Tickets by date and time

I see where you can run the ticket on a certain date, but is there a way to run the ticket at a specific time?

Example:

I have a tech that reports to a school each morning, our contract is partly “block of hours” so I want the ticket to run around 7 a.m. each morning and want the tech to go into the ticket to start the timer and complete the worklist in the ticket when he gets there.

I have ran the recurring ticket manually both days because it hasn’t shown up yet automatically.
