Subject: When resolving ticket via “submit as resolved” the uncharged time warning prompt is not displayed
Description of Issue: In some cases selecting the “Submit as Resolved” option in Ticket Comments may result in the Uncharged Time prompt to not be displayed as expected.

Steps to Reproduce:
- Add a Ticket Timer entry that is not marked as billable or added to the Ticket Charges on the ticket.
- Create a Ticket Comment and click the selector icon to choose “Submit as Resolved”
- At this point, sometimes the Uncharged Time prompt will not present.
Next Steps: The issue is being worked on by the dev team.
