Not sending emails to CC if No primary email

Hi I noticed that if I send an email under the end users name and CC it to a manager the email does not send. Anyway, to fix this as many end users do not have email addresses?

Tickets use the assigned contact, if the assigned contact has no email address, then it should be switching from Email to Public or Private note, to indicate it will not be emailing out. No way around this. Maybe you can switch the contact to the manager for communication and switch it back if you need it for historical purposes?
