Is there a way to make Public Note default instead of Email within Communications

Is there a way to make Public Note the default within the Communications area inside of the ticket? There have been many times I write and accidently put to email to the contact when done. I would like to make public note the default and if I need to email then I will select email.

Ticket > Preferences > Additional Settings > Ticket Comments - do not email comments by default
